ATA Carnet – Digital Transformation as a Bridge to a Competitive Economy

 In a world where digitalization has become synonymous with efficiency and faster administrative processes, every economy that aspires to advance must take bold steps in that direction. Modern technologies are no longer a matter of choice, but a prerequisite for development.

Today, it is essential for institutions and businesses together to chart the path toward the digital transformation of instruments that facilitate international trade, such as ATA carnets. Customs plays a key role in this process and therefore must be actively involved in its implementation, in cooperation with the Economic Chamber of North Macedonia as the sole national guaranteeing association. As an indispensable part of international trade, customs is the natural driver of this process, and its active participation is of fundamental importance.

Known as the “passport for goods,” the ATA carnet is an international customs document that allows for faster completion of customs procedures for temporary export and import without the payment of duties and taxes in over 80 countries and customs territories. This document demonstrates how close cooperation between business and customs can make international trade more efficient.

It can be used by both companies and individuals, enabling them to participate in international fairs, conferences, and other events.

The International Chamber of Commerce (ICC) and the World Customs Organization (WCO) have underlined the need to modernize the ATA system and stressed that digital carnets will become the new global standard. Pilot projects in certain countries have shown significant benefits: faster data processing, fewer errors, greater transparency, and more efficient processes for users.

North Macedonia must immediately begin the preparatory phase, bearing in mind the ICC’s forecast that from 2026 to 2027 certain countries will transition from paper to digital ATA carnets, and that by 2028 paper carnets will be a thing of the past.

Any delay in entering this phase means lost time and lost opportunities for companies and individuals, as well as a setback in technological progress.

Digital ATA carnets will secure faster and more efficient management of temporary import and export of goods, with fewer administrative barriers and greater transparency.

This transformation is not merely a technical issue. It requires coordination between institutions and businesses, a systematic approach, and careful planning.

With the right steps, North Macedonia will ensure simplified customs procedures and greater security for ATA carnet users.

The digitalization of ATA carnets is a necessary step toward modernizing trade procedures. They facilitate trade, reduce bureaucracy, and allow companies and individuals to operate with greater predictability and transparency in international markets. Digital carnets are not only a technical modernization, but a practical decision that simplifies trade and improves service for all users.
